Following are bills being tracked on behalf of DRSD as of this morning. You’ll note any pending hearings noted in RED as a means of alerting you to those scheduled activities.
SB9 – Seeks to revise the definition of a designated caregiver in relation to medical cannabis; yet “designated caregiver” is widely used in other areas. The proposed change removed “a person” and replaces it with “an individual” which appears to be a legal term. Hearing scheduled for 1/13/22 at 10:00AM with Senate Health and Human Services – Room 412
SB53 – Seeks to make an appropriation to increase workforce housing and to declare an emergency. It is seeking an appropriation of $150,000,000 of general funds and $50,000,000 in federal fund expenditure authority to the Governor’s Office of Economic Development for purposes of increasing housing supply across South Dakota.
SB55 – Seeks to make an appropriation of $50,000,000 in federal fund expenditure authority to the Governor’s Office of Economic Development to be used for grants for the continued expansion of broadband in the state of South Dakota.
SB59 – Seeks to revise property tax levies for school districts and to revise the state aid to general and special education formulas. It is proposing to reduce the maximum tax levy on agricultural property and on owner-occupied single-family dwelling. It proposes an increase in the overhead rate. It proposes a reduction in the maximum special levy that may be assessed. It proposes adjustments to allocations for students with disabilities.
SB65 – Seeks to revise how the South Dakota housing opportunity fund may be used to serve low-to-moderate income households in securing affordable housing.
SB69 – Seeks to allow persons currently registered to vote with voter information contained within the master registration file to submit identified changes to their voter registration form electronically.
HB1001 – Seeks to revise the freeze on assessments of dwellings of disabled and senior citizens. Proposes adjustments to person’s income levels, includes the indexing annually of household income, and adjusts the true market value at which it does not apply to a single-family dwelling unless an exception is met.
HB1011 – Lies out the process needing to be completed, by whom and when, if an individual wants to seek this reduction in taxes.
HB1014 – This is an annual bill which seeks an appropriation to fund tax refunds for elderly persons and persons with disabilities. It is seeking an appropriation of $450,000 for the Department of Revenue, for the purposes of providing refunds of real property tax and sales tax to elderly and disabled persons.
HB1016 – Seeks an appropriation of $2,946,882 for costs related to disasters in the state. It would go to the special emergency and disaster special revenue fund.
HB1019 – Seeks an appropriation of $1,500,000 for payment of extraordinary litigation expenses and would go to the extraordinary litigation fund.
HB1029 – Seeks to revise the definition of telehealth for purposes of health insurance policies. Proposes that “Telehealth” the use of secure electronic information, imaging, and communication technologies by a health care professional to deliver health care services to a patient. HB1040 – Another bill seeking to reduce the maximum tax levies for the general fund of school districts.
HB1041 – Seeks to have legislative oversight as part of any settlement agreements involving a state entity or official.
HB1055 – Seeks to require informational transparency regarding the issuance of executive orders by adding involvement of the Executive Board of the Legislative Research Council and opportunity for members of the public to provide testimony at a hearing and to submit written comments for inclusion in the record.
